The entire welfare / entitlement system should be modified to pay out benefits based on an hourly wage for approved community service.

Any individual who is physically or mentally capable of providing service to the community should be required to complete approved service hours to be eligible to receive benefits. Benefits should only be paid for the hours the individual completes. Service hours could include clean-up of local, state and federal buildings and properties, removal of trash from streets and highways, repair or improvement of government facilities, etc...

In addition to working for an hourly wage, all recipients should be required to submit to regularly scheduled and random drug screening. Any illegal drug use should disqualify an individual from receiving any benefits.
