Require all who receive welfare or unemployment benefits be drug tested and uneligible for benefits if tested positive.

If you are on government roles and are using illegal drugs, you should not be able to collect benefits from unemployment or welfare. Drug test should be part of the initial application process and random drug tests should be given after benefits are given as well.
