Require an AMBER Alert be issued for suspicioned runaways

Mykendrionia Lewis, a 14-year-old girl from Attala County, MS went missing back in May 2015. An AMBER Alert was never issued for her because it was thought that she might be a runaway. Only now, two months later, is the Center for Search and Investigation in Mississippi stepping in to help.

Would her chances not have been a lot better had an AMBER Alert been issued from the start? Can we really decide to release this alert or not based off of a suspicion?
