Require Amtrak (in exchange for its subsidies) to expand its Auto Train service along the entire Eastern Seaboard.

Amtrak's Auto Train between Lorton, VA and Sanford, FL is consistently booked to capacity, while roadways between Boston, MA and DC, and between northern Florida and Miami, are consistently congested. If the Auto Train option existed for longer routes, more people would take it, but it will take pressure on Amtrak to increase the service because doing so will require major infrastructure upgrades at the station stops (decoupling and auto offloading depots, for example).
