Require and fund all Registrars of Voters in the 50 states to provide a Photo ID to every citizen who registers to vote

Many states that have attempted to institute a requirement that a photo ID be presented at the time a citizen votes have been met with law suits claiming that this requirement would 'disenfranchise' poor or minority voters. On the other hand, there has been massive fraud uncovered in the 11/6/12 election, and every fraudulent vote has disenfranchised the vote of a citizen who was legally eligible to vote. By requiring the Registrar of Voters to be funded and to provide a free photo I.D. for every registered voter, this would eliminate the argument that poor and minority voters would be disenfranchised, so that the only disenfranchised voters would be those who are not US citizens and/or not legally registered.
