Back Ground:
The militia, as described by the Federalist Papers, is the whole of the people. This is the foundation of the second amendment. As crime rates have shown that gun-free zones and restrictions do nothing quell the use of firearms by criminals, as by definition, criminals do not obey laws. The recent proposals only work to create victims of firearms owners from not only domestic, but foreign threats.
Proposal:
Switzerland, which has a higher firearms to citizen ratio than any other county on earth also has the lowest crime rate. If we are to embrace "European" standards, we should follow their lead and expand the our Civilian Marksmanship Program and issue a military firearm, training and ammunition to every able bodied civilian. Return the militia to the people.
