Require annual licensing of each and every gun and use the fee to pay for increased security in schools (as in NRA prop)

The NRA recently proposed that we have an armed policeman at every school. This is expensive and we should not have to trade teachers for school security. Therefore, in order to pay for this, gun owners should have to pay an annual license fee for ownership similar to that required by car owners. The proceeds for this annual fee could then be used to pay for the additional law enforcement officers needed to protect school children.
