Require any Congressional bill to gather 31,200,000 signatures before being brought to floor. Consensus before proposal

Congressmen, both elephant and donkey, have shown that they are not hearing the demands of common American citizens clearly enough to be able to make informed decisions about what bills should be voted upon in Congress. With a staggering 9% approval rating, it is clear that more direct communication needs to occur between our representatives and the American people. Although I see the WethePeople petition forum a noble attempt to lend an ear to our collective voices, I believe a more permanent, if not similar solution should be used to correct the apparent lack of checks and balances on the Hill. To that end, I propose that any Congressional bill be required to gather 31,200,000 signatures, or 10% of the US pop according to Google, before it is proposed at Congress. We will be heard.
