If a proposed law is deemed controversial, the vote should not be up to the legislators of which do not represent the people, rather the people themselves. An example could be either same sex marriage or the gun control debate, people from both sides throw out figures and percentages saying that 70% of people agree with this.... or 90% of people back this..... if this is true, allow the people to vote on the topic. If the figures and percentages are true, the laws will pass.
1. Force controversial topics be sent to popular vote. The total number of votes are counted, an electoral college format would not be allowed.
2. A minimum of 1 months time from when the bill is proposed before a vote on the topic is held.
3. Once passed (if immediately enacted) goes into effect at 00:01 hours.
