require any pay increase for Congress to be voted for by the people in general election.

We The People, feel that an Ethical Congress is required to carry out the desires of our Forefathers and the goals it sets forth. It is in this belief that Congressional Ethics should be protected by removing Congresses ability to pass legislation for their own rewards including salary increases and placed for vote in general elections. In doing so, remove any and all concerns regarding unethical decisions to increase their pay while most American salaries have dropped. Congress should be required to carry out the will of the people and evaluated on their performance by the people they represent not by themselves. No one person or group of persons is above temptation and so these steps should be taken to ensure the highest levels of office are protected.
