Require any petition for secession to be ratified by the citizens of that state by a 80% margin.

With the large number of petitions for states to secede from the union predicated by the reelection of President Barack Obama, and seeing as many of the signatories on each petition are from outside the state mentioned in any given petition, IF the federal government were to consider those petitions to be anything other than scurrilous tantrums, it should be required that the petition for secession is then taken to the citizenry of that state and subject to passage by at least 80% of the electorate, provided that at least 75% of the eligible voters in the state cast a ballot on the issue. This help to would minimize the possibility that citizens in any state would be forced to secede from this still-great Nation against their will.
