Require any subject who possesses a firearm to have a valid gun license.

Any citizen over the age of 18 years old, who possesses a firearm must obtain a gun license from their state.
1. Licenses will be renewed every four years
2. Subjects must pass a written and practical gun safety test
3. Subjects must pass a background check every four years
4. Back ground checks for purchasing of firearms will no longer be needed due to the requirement to be licensed
5. Violation will result in criminal penalties
6. Any gun owner, who willingly and knowlingly allows access of their gun to an unlicensed peron, may face criminal penalties
7. Establish a mental health database to flag individuals who should not have access to firearms
