Make it a requirement that anyone initiating a petition relating to a Constitutional Amendment, particularly knee-jerk reactionary Second Amendment related petitions, should first read the subject Amendment and have a basic 7th grade civics class level understanding of it.
I swear, some of these petition creators have never actually read the Constitution, or a book for that matter.
