There are too many people that lack basic intelligence and understanding of how the government works creating petitions on whitehouse.gov. The online system here should require a short test that includes questions about basic government operations, such as- how the President cannot "force" anyone to do anything, and how Congress cannot be directed by the President. There should also be questions involving basic grammar skills. If a petition has improperly spelled words or incorrect grammar, it shouldn't be allowed to be posted.
Correcting problems like this will lead to a more intelligent American people, which will in turn lead to a smoother running government that can actually be held accountable for it's actions, or lack thereof.
