To require all people that receive any State or Federal Aid to pass random monthly drug screenings. Most jobs in the United States require people to pass drug tests. Since most Americans have to pass drug tests to earn the money that was taxed and now given away, then anyone who receives it should be screened. Failure = No help
It is not the job of the US Tax payer to support someones Drug habit.
