Millions of Americans applying for Financial Aid for college or Financial Assistance from the government are told they do not qualify or qualify for much less than they need due to their income being deemed "too high". However what is not being considered is the millions of American's who are "debt poor". Their incomes appear to be moderate or high but they are in so much debt due to the recession or student loans that what they actually have available to pay for necessities or for college costs is low to non-existent. When being considered for Aid these people should be allowed to submit proof of their bills, loans, debts, etc so an accurate picture of their financial situation can be seen.
