Require approval of state governors and the legislature prior to federalizing the National Guard

Modify Title 10 USC Section 12406, to require approval of the governor and 2/3rds of the state legislature before the President of the United States may federalize the National Guard.of that state.

This serves two purposes

First, it provides the states a sufficiently armed, credible deterrent, against federal overreach, tyranny, and abuse. Because such approval is required, the federal government would be unable to federalize the forces and use them against the states without state permission.

Secondly, since the National Guard makes up approximately 50% of the land combat power of the United States military, the states would have, by withholding permission for federalization, a say in domestic or foreign employment of military force.
