Require background checks on ammo, not guns.

In that guns don't kill people without ammunition, this is to petition the Whitehouse to put forward a plan to require background checks as a prerequisite to purchasing bullets. An "Ammo card" would be issued upon passing the background check and would be shown to the licensed ammunition vendor. The dealer would then confirm ID, check with a national registry to verify authenticity. The "Ammo card" would have to be renewed every 4 or 5 years. I would also suggest a higher tax on rounds that have little or no use for hunting or target practice and have a ration on these rounds, such as a monthly purchase limit.
