College campuses could be full of people who are likely to harm other students. Some psychotic illnesses cause people to committ acts that will endanger the lives of those around them. Seung-Hui Cho, killer of the Virginia Tech University massacre in 2007 is one example.

If colleges would institute a mandate that applicants agree to criminal and mental health background checks, they would be in a better position to protect college students from harm caused by unidentified criminals and people suffering from serious mental issues, as well as improve college administration's ability to quickly respond during emergencies imposed by such people.
