Allow anyone without a felony at least 18 years of age to purchase any firearm if said person passes a mental examination. If said person can not pass said mental exam, said person will not be allowed to purchase anything except a hand gun, for personal self defense, and a semi automatic rifle. In the situation that said person is not in stable mind at all they will not be allowed any firearm purchase. Anyone who wishes to purchase a firearm must take a firearm safety course as well after the exam. Anyone who already owns a firearm is grandfathered in.
