Require bias training, including a measure of implicit bias (for example, Project Implicit) for all emergency responders

Implicit bias is most important when instant decisions are required. Most people are not aware of the degree that implicit bias differs from explicit bias. This understanding is required to fairly address the tension that exists in issues of race.
