Require Blue Cross Blue Shield State Health cover women's preventative exams and provide reimbursement if already paid

I would like Blue Cross Blue Shield State Health Plan to be required to cover women's preventative exams, including Pap smears and breast exams. I would also like reimbursement for such costs for those of us who were covered by the plan when we received the services and had to pay out of pocket.
