Require all new innovations that have been partially funded by government grants to pay royalties to the government of the United States.

The federal government gives research grants to universities. Often the researcher and the university receive patients for the new innovation, product, medicine, chemical, or procedure.

As an example, many medicines are researched with government grants at the university level. Pharmaceutical companies enjoy charging Americans very high prices and no money goes back to the people of the United States, who funded the research in the beginning.
