Given the recent mass murders by persons using semi-automatic guns and high-capacity magazines, and in recognition of the NRA president's assertion that guns are not the problem, but that it is the failure of the mental health system, Congress should pass and the President affirm a law that requires all existing gun owners, prospective gun owners, and purchasers of ammunition to verify that they are mentally competent to possess such items, and have no mental health problems that might lead to violent behavior. This shall consist of an initial psychological exam, followed by yearly exams, to evaluate the mental state of the owner/purchaser, which will be required for them to legally obtain and possess firearms and ammunition. These exams shall be paid for by the owner/purchaser.
