Require capable welfare recipients with no full time job to do no less than 10 hours of community service per month

This is a petition to put more requirements on the welfare recipients whom take and don't give back. Any persons receiving a type of welfare that amounts to 1/3 or more of such persons income, should be required to do community service of no less than 10 hours a month based on welfare received. Any persons working full time (32+ hour per week) or over the age of 45 with a good work history will be exempt from this requirement.
