Cell phone carriers charge a high monthly fee to "defray the cost of a subsidized cell phone."

However, after the two-year contract period has ended, and the cell phone cost has been fully paid, the cell phone carrier continues to charge the same monthly fee.

Cell phone carriers should be required to lower monthly fees after the contract period has ended.
