Require cell phone manufacturing companies to give the option to unlock the bootloader of the device

When a citizen of the United States purchases a cell phone, that cell phone becomes their property. When a cell phone manufacturing company locks the bootloader on a cell phone and restricts the user from unlocking it, the company is preventing the consumer from using the device to its full potential or flashing custom software. Installing the custom software may render the consumers device useless, however that was the choice of the consumer, which is how it should be. Many reasons devices are rendered useless is due to experimentation in pursuit of unlocking the bootloader. The consumer should always have the right to use his or her property how they see fit as long as no harm comes to others. Unlocking a bootloader has no potential of harming the users fellow citizens.
