Consumers who have paid in full for cellular devices, or completed the terms of their contracts with their service provider, should be allowed to freely move to another provider.
Currently many phones are "locked" to a single company, restricting their use and their value. (Example: Apple's iPhone is a "world phone" everywhere except for the United States, i.e., an iPhone that's been activated on the Verizon network can not be used on another company's network, even though the phone itself is technically perfectly capable of such activation.)
The Fifth Amendment of the Constitution states that "private property [shall not] be taken for public use, without just compensation." Why should telecommunications companies have powers we do not grant any other organization or our government?
