Require all Citizens on Government assistance to undergo random drug screening, Annual Physicals, and attempt job interviews (2+ monthly). Have Convicted Felons undergo extra corresponding tests to ensure that they stay under the conditions of our freedom (laws). Take government assistance away from any breaking laws (that would be served prison for committing), domestic assault, and child abuse related issues( not including the child who may need healthcare, psychological care, or food/school supplies). Although this will cost a substantial amount of money to start, it will save money long term, require citizens on government assistance to stay true and prove that they truly qualify for assistance, and in about 2 generations cause a large decrease in the U.S.'s poverty rate.
