Most people who commit mass killings are not mentally stable, and these people should never have been allowed to purchase a firearm. Citizens with mental illnesses may obtain a firearm if their physician believes they are not a threat to themselves or to others due to their medical treatment or severity of their condition. Citizens who are denied the right to buy a firearm, should be put on a watch list for a certain amount of time after the physicians recommendation so that they are denied a firearm in a store if attempted purchase is made. Punishments for not reporting a mental illness shall be severe, and any citizen who is caught purchasing a gun illegally shall be punished for not reporting their mental illness and gaining clearance, on top of purchasing illegal firearms.
