Require those able-bodied citizens receiving nutritional aid to work a minimum of 10 hours per week, whether paid or unpaid. No taxes will be taken from any payments. Those deemed disabled are excluded. Work performed by the individual shall be signed by a witness to the work completed towards the 10 hour minimum. Failure to perform work, unless prevented by some extraordinary event, would suspend enrollment in the program. Should the able citizen have dependent children, the work requirement would be reduced to 5 hours per week. These work requirements are fair and reasonable. Any efforts made by the able citizen to complete the work requirements would be acknowledged and enrollment in the nutritional aid program would be maintained.
