Require colleges to offer a certain number of credits towards a degree for free, to be earned through online courses and lectures. Proposing that starting in 2015, colleges will be required to offer 20 credits to students for free. The amount of free credits granted will then increase by a small amount over the next 5 years to allow colleges to adapt to this change.
