Require that commercially sold guns have an impregnable 8 second delay after every 3rd bullet fired, installed.

The true issue with guns is bullet quantity over time.
Rather than attempt to restrict gun types or ammo, this petition seeks to require gun manufacturers to build in a time-delay of eight seconds, that cannot be tampered with, into all commercially sold guns.
If a hunter cannot take down his game after 3 shots, he needs the 8 seconds to re-think his hunting strategy.
Three bullets is also enough for "self-defense".
If an assailant cannot fire a 4th bullet for 8 seconds, bystanders can use that time to tackle him.
Such a mandate removes any concerns over banning assault weapons and clip capacity.
A retrofit-kit for existing weapons, perhaps with a financial incentive, would be more palatable than gun buy-back programs.
