Companies that hire foreign workers over U.S. Citizens claim they must do so because there are no Americans with the skills to do the same job. In order to promote hiring of American workers, any company that hires a foreign worker should pay a percentage of that worker's salary into a fund that will train a U.S. Citizen to do the exact same job.
