Require Congress and all gov agencies to participate in the same gov programs that they enact upon we the people.

The US Congress and all government agencies should be required by law to participate in the same legislative programs they enact upon the American people. Since Congress is supposed to represent "we the people", they should also be willing to participate in the lawful programs they enact in our best interest as our representatives. There should be NO EXEMPTIONS! If the laws they enact on our behalf are good enough for us, then they should be good enough for Congress and all other government agencies!
