Require Congress and the President to establish appropriate tax law for the country by the 15th of April.

Congress and the President must meet the same deadlines as the american people. A full budget along with tax legislation for the generation of revenue must be passed by the 15th of April, the same day the american citizenry must file their tax returns. Failure to do so would immediately cause the loss of all salary payments to members of congress and the president (without later catch-up payments) until these measures are passed.
