Require Congress to authorize debt ceiling increases at the time they pass any budget or bill that adds to the deficit.

Whenever we reach the debt ceiling, The president has to go to congress to request and increase in the debt ceiling, however all money spent by the United States is authorized through congress.

When congress increases the debt, they should take responsibility for this increase at the time it happens. If a spending bill increases the debt by $500b, Congress should increase the debt ceiling by $500b.

As it works today, congress authorizes the spending, then blames the president when he has to borrow money to pay for the allocation approved by congress.

The current system promotes uncertainty and does not focus the issue on where the problem is. Time that could be spent addressing other issues is taken up by renegotiating spending bills that congress already approved.
