After the introduction of a bill to the entire chamber, that bill can not be voted upon until 1 day has passed for every 15 pages of that bill, unless 3/4 of that house vote to waive this delay.
This would not allow any one party from forcing through Congress a bill that is not properly scrutinized by both their political opponents and the American People, despite having a majority large enough to stop a filibuster.
This would stop cases where, “But we have to pass the bill so that you can find out what is in it..."
This would stop bills of enormous size (2000+ pages) from being forced through Congress.
It would encourage bills to be as brief and as direct as possible.
It would encourage law makers to focus on one objective at a time, instead of combining clean air and school lunches.
