Require Congress by executive order to create a modern system for submitting petitions, just like this one.

petitions.whitehouse.gov has been a wonderful tool for allowing US citizens to petition the government directly. However, many, if not the majority, of petitions are misdirected to the executive when they are actually legislative issues. We request that you require the United States Congress to build and implement such a system by which the people may petition them directly.

The system might need to be designed to take into account considerations of constituency, perhaps requiring a response from individual congresspeople given a certain amount of signatures from their own state, and then requiring congressional action given a certain amount of signatures country-wide.

The details would need to be ironed out, but this is something we request happen immediately. Thank you :-)
