Require congress to fulfill their legal obligation of passing an annual budget.

Without an annual congressional assessment of our current economic situation in the United States, how can congress accurately assess that taxes need to be raised?

Mandate that they fulfill their legal obligation to pass a budget before tax increases can be implemented. If this legal obligation is not met, withhold congressional paychecks and freeze personal congressional assets until it is.
