require Congress to Impeach the President if an Executive Order is used to circumvent the Constitution

If the President of the United States uses an Executive Order to circumvent, restrict or curtail any rights guaranteed by the Constitution of the United States, or any of its' Amendments, the President of the United States shall immediately resign or face impeachment proceedings. If the President is removed from office, the incoming President shall, by Executive Order, null and void the illegal Executive Order as his/her first order of business in order for his/her Presidency to be official. Refusal by the incoming President to do so would constitute a voluntary resignation, resulting in the immediate removal from office.
