require congress to lose all pay and benefits until a fiscally responsible plan is created, passed and implemented.

The sequester only effects those that have not created it, plain and simple. A large number of our own citizens will lose the ability to provide for their families, while those in congress continue their half baked efforts to create a plan to end these cuts. If there pay and benefits where tied to their performance I believe a good majority of our problems would be solved.
