Congressmen alway justify their voting history on "It was lumped into this bill. There is no way for the people to know if their Congressman is voting with similar values.
All items no matter how small or large should only be voted on, its own merritt's.
They should no longer be able to use the practice for "Special Interest Groups".
Some may argue that it would take to long, It would also allow for more bi-partisan efforts. It would keep one party from bargaining other major bills.
