Passing a budget is a fundamental duty of the congress. A duty of which they have been negligent for the past four years. There is much talk of balancing the budget and reducing the deficit. Both of these are impossible without first having a budget to balance. The government cannot function on continuing resolution after continuing resolution, as evidenced by the tremendous deficit we face. I propose the President issue an executive order requiring the congress to address the budget and no other legislation until a satisfactory budget is passed. Specifically, no other bills can be considered or voted upon until a budget is passed.
