Require Congress to prove their qualifications for application to Congressional Committees

Based on the current system, Republicans have staffed Congressional committees, such as the Committee on Science, Space, and Technology, with people like former Congressman Todd Akin and current Congressman Paul Broun. These men and others like them have, in public statements, proven that not only are they ignorant of the subjects they must make decisions on, but ideologically opposed to basic facts of said subjects. To prevent this occurrence in future sessions, the Obama Administration should put in effect a requirement that Senators and Congressmen take a high school level standardized test composed of various subjects. The questions and Congress's answers should be made available to the public and their individual scores should affect who is eligible for placement on committees.
