To require congress to recompense wages earned associated failure to reach a budget agreement

I am requesting that Congress be held accountable for holding the American citizens hostage, collecting substantial wages and benefits while citizens' jobs are on the line. My research shows that we have been operating without a formal budget since 2009. The budget for Congressional salary is $573.9M which includes no benefits or retirement pay. If this was done in the US Military it would be considered Fraud Waste and Abuse, yet defense is one of the places they are cutting the budget and not their self-voted pay raises. During this time there have been multiple counts of not upholding their constitutional oaths to uphold the constitution as written instead of their interpretation. This repeated dereliction of sworn duty must have consequences, including forfeiture of pay.
