It has been three years since Congress has actually passed a budget. Congress is supposed to serve the American people, it's time we hold them to that. I propose that Congress be held in session without pay until a budget is reached. Furthermore, if they are unable to pass a budget after six months, then Congress will be dissolved with new elections to follow within three month and all members of the dissolved Congress will not be allowed to sit for re-election for a minimum of 4 years.
