Require Congress to submit to a mandatory drug test, just like Federal employees, the armed forces, and govt contractors

Congress keeps wanting to legislate drug use, production, and distribution in the country. Some of its members want drug testing of welfare recipients. Yet, as Government itself, Congress doesn't have this rule applied to its membership yet.
