Our nation has not had a budget passed by our elected leaders in almost four years, and the political infighting and refusal to function as a professional leadership body has created massive uncertainty and anxiety in the American people. Should the Congress of the United States refuse to pass a budget annually, for any reason, the pay and benefits of each voting member should be withheld, without restoration, for each day that a budge is not passed.
