Require Congressional Approval for Nuclear First Strike

Even though the Constitution gives Congress the sole ability to declare war, Congress has ceded the ability to use nuclear weapons to the President so he/she can react quickly if we're under attack. However, this gave the President the power to unilaterally launch a first strike.

No one person should have this power. Congress should require Congressional approval, or if time doesn't permit, approval from the Speaker of the House, to launch a first strike.
